IRB 2008 Law Rulings
POINTS OF LAW
A. Confirmation has been received from the Munster Branch that at U16 Youth Level, lifting in the lineout is NOT PERMITTED.
B. A mark can be called direct from an unsuccessful kick at goal. A mark may be called if the ball has hit a post or crossbar.
C. Conversion Kicks. When a try is scored directly between the posts, the mark for the conversion kick can be anywhere between the posts.
D. In Goal - Marks, Penalties and Free Kicks. When a mark is called and awarded in goal, the kick is taken in-goal from where the mark was called. Defensive penalties and free kicks awarded in goal are brought out to the 5m line.
RULINGS ON POINTS OF LAW
Bertie Smith has provided the following clarifications.
PASSIVE OBSTRUCTION
A player from Team A (e.g. winger) standing static, behind scrum A's offside line, close to his No. 8, such that he is effectively shielding scrum half A from the attentions of Team B's scrum half, is not guilty of obstruction. The Team B player(s) will have to go around A. However, if A moves at all, he is likely to cause an obstruction, in which case he is liable to sanction.
That said, referees must manage such a situation very carefully to avoid a flashpoint developing.
FOUL PLAY BY KICKER FOLLOWING KICK AHEAD
Player A kicks ahead. While chasing up the kick, he is racing against opponent B, whom he pushes, thereby impeding B. The mark for the penalty is where the offence was committed, regardless if that point is between touch and the 15m line.
